&lt;p&gt;KDSKBMETA modifies keyboard meta mode but lacks the !perm check that all
other keyboard setter ioctls in vt_k_ioctl() enforce, allowing a process
to change meta mode on a non-controlling console without authorization.&lt;/p&gt;</description>
