&lt;p&gt;sctp: fix memory leak in sctp_stream_outq_migrate()&lt;/p&gt;
&lt;p&gt;When sctp_stream_outq_migrate() is called to release stream out resources,
the memory pointed to by prio_head in stream out is not released.&lt;/p&gt;
