<p>perf/x86/intel: Fix IA32_PMC_x_CFG_B MSRs access error</p>
<p>When running perf_fuzzer on PTL, sometimes the below "unchecked MSR
 access error" is seen when accessing IA32_PMC_x_CFG_B MSRs.</p>
