<p>net/sched: fix lockdep splat in qdisc_tree_reduce_backlog()</p>
<p>qdisc_tree_reduce_backlog() is called with the qdisc lock held,
not RTNL.</p>
<p>We must use qdisc_lookup_rcu() instead of qdisc_lookup()</p>
<p>syzbot reported:</p>
